حقوق بشر توسعه محور یا توسعه حقوق بشر محور

این مقاله به تفاوت‌های دو رویکرد حقوق بشر توسعه محور و توسعه حقوق بشر محور خواهد پرداخت و به دنبال پاسخ به این سؤال است که دیدگاه کشورهای درحال‌توسعه و توسعه‌یافته نسبت به رابطه حق توسعه و حقوق بشر چیست؟ برای این منظوربا بررسی سوابق و تاریخچه مربوط به هر یک از این دو رویکرد و موافقین و مخالفین هر یک از این رویکردها، آخرین تحولات مربوط به آن‌ها در سطح بین‌المللی و نهادهای تخصصی حقوق بشری و توسعه‌ای در سازمان ملل متحد موردبررسی قرار خواهد گرفت. حقوق بشر توسعه محور یا همان حق توسعه بیشتر از سوی کشورهای درحال‌توسعه مورد تأکید و اولویت قرار می‌گیرد و توسعه حقوق بشر محور از سوی کشورهای توسعه‌یافته و نهادهای تخصصی سازمان ملل مورد تأکید و اولویت قرار می‌گیرد. بررسی‌های این پژوهش نشان داد که امروزه این دو رویکرد آن‌قدر با یکدیگر ترکیب و ممزوج شده که جدا کردن آن‌ها از یکدیگر بسیار سخت است و نتیجه‌گیری مقاله آن بود که هر دو رویکرد مهم است و همه کشورها و سازمان‌های تخصصی باید به هر دو رویکرد توجه داشته و هر دو برای حمایت و ارتقای حقوق بشر مهم و ضروری هستند و نادیده گرفتن هر یک از آن‌ها موجب تضعیف حقوق بشر خواهد شد.

This article discusses the differences between the two approaches namely development-oriented human rights and human rights- oriented development, and seeks to answer the question of What is the end of the disagreement between these two approaches? After reviewing the background and history of each of these two approaches and the pros and cons of each of them, the latest developments related to them at the international level and specialized human rights and development institutions in the United Nations were examined. Development-oriented human right is further emphasized and prioritized by developing countries, and the human rights-oriented development is emphasized and prioritized by developed countries and specialized UN institutions. The findings of this study showed that today these two approaches are so combined with each other that it is very difficult to separate them from each other and the article concluded that both approaches are important and all countries and specialized organizations should be have a careful approach toward both of which are important and necessary for the protection and promotion of human rights and development and ignoring either of them will undermine human rights and development
